Ok I solved it -
I was just clicking around then went to
https://website.com/administrator/index ... view=cache
And then I DELTED ALL CACHE - that did nothing
Then I did the click CLEAR EXPIRED CACHE
- then now the ADMIN and the site is now working
Very strange.
